asked the Minister for Education if he is aware that the secondary scholarship scheme as recently approved by Dublin County Council has the effect of depriving school children, who are residents of Dublin county and who are obliged to attend their parish primary school in Dublin city, in the Walkinstown area in particular, of the right to sit for over fifty county scholarships, which means that school children in Walkinstown can qualify only for the open scholarships; and if he will refuse sanction to the scheme and request the County Council to restore the position which obtained in 1965.

In a matter such as this it has always been the practice of my Department to allow discretion to the council awarding the scholarships. On that basis the draft scheme for the award of scholarships in 1966 submitted by Dublin County Council has already been approved.
