asked the Minister for Local Government if he is aware that some tenants of Dublin Corporation flats at Bluebell are unable to light fires because of seriously defective chimneys; whether any persons have been made amenable in respect of these defects; what further steps will be taken to render the chimneys functional; and whether the corporation have power to charge a lesser rent in respect of a flat with a deficient chimney.

I understand that, in abnormal weather conditions, down-draught occurs in some top-storey flats in Bluebell, Dublin. Responsibility for any remedial works rests with the housing authority who are taking the necessary action.

There is no provision in the approved differential rents scheme, which applies to these flats, for a reduction in rent because of alleged defects.
