Mr. O'Leary

asked the Minister for External Affairs whether, in view of the establishment by the Secretary General of the UN of a fund to provide bursaries for South Africans of all races who cannot obtain higher education in their own country, he will recommend that Ireland should contribute to this fund which will provide great practical assistance to South Africans, at present barred from higher education, to acquire skills in technological and scientific fields.

Under a Security Council Resolution adopted on 18th June, 1964, the Secretary General of the United Nations was invited. in cousultation with appropriate United Nations Specialised Agencies, to establish an educational and training programme for the purpose of arranging for education and training abroad for South Africans.

Proposals for the establishment of a programme are still under consideration by the Secretary General.
