asked the Minister for Education if, in view of the fact that under regulations made by him one-third of the qualified pupils in vocational schools are deprived of travel scholarships, to the grave dissatisfaction of parents, pupils and the vocational education committees, he proposes to change the regulations so that all qualified will benefit.

It would not be open to me to have the regulations for entrance scholarships to vocational schools altered so as to remove the element of competition which is the essence of any scholarship scheme.
