asked the Minister for Local Government if he is aware that the tenants of Turnapin Cottages. Cloghran, County Dublin were assured some years ago by the local authority, Dublin County Council, that a sewerage system would be installed to meet their needs; and that, despite the fact that the tenants concerned each paid deposits to the council over six months ago so as to secure essential service, there is no sign that the service is to be provided and no indication given by the council as to the reasons, if any, for the delay; and what is the present position in the matter.

I approved of a tender for the provision of water and sewerage facilities to Turnapin cottages on 18th June, 1965. A request by Dublin County Council on 19th November last for a loan to finance this and other similar schemes is under examination.

When the Minister talks about the hold-up in the provision of water and sewerage for Turnapin, is it because you have not got the money, because the Government, in the phrase used by the manager of CIE, are broke?

According to the Deputy's statements in the House, there has been a delay of 20 years. If the Deputy wants to assume the last reason he advanced, that would account for only two months of 20 years.

Has the Minister not just said he is stalling on the sanction?

No; I stated the position exactly. I also said there was a delay of 20 years in providing this within sight of Dublin city and that that was not a reflection on to-day's Government.

I am not disputing that with the Minister. I know the council have been at fault. Surely, in view of the fact there has been this neglect, the Minister should act without further delay. Instead, he is covering up the fact that there is no money.

No. An accumulation of neglect cannot be wiped out over-night.
