(South Tipperary) asked the Minister for Local Government why it is deemed necessary to ask a New York taxi driver of nine years' experience without endorsement to submit to a driving test in this country before obtaining a licence; and if he will consider exploring the possibility of establishing reciprocal arrangements.

Experience in driving in another country is not accepted at international level as granting exemption to the person concerned from the driving test of his new country of residence. The grant of such exemption could be considered only in the light of international agreement on the subject.

Even in respect of Europe, where the standardisation of qualifications for the grant of driving licences is being considered, it is unlikely that an agreement will be reached in the near future.
