I have received an appeal from the County Cavan Vocational Education Committee against the decision of the Cavan County Council refusing outline permission for the construction of a vocational school on a site at Keadew Lane, Cavan. The site has been inspected and the access to it was considered inadequate. The vocational education committee have not indicated how they propose to provide for water supply and sewage disposal. I think that in a case like this, involving two local bodies, it should be possible, by local consultation, to resolve any differences between them. Accordingly they have been advised to consult together again. Failing agreement, I could arrange for the parties to have a discussion with my inspector either locally or in my Department.
(Cavan): Is the Parliamentary Secretary aware that there is really no difficulty about access because the proposed site is beside one of the main streets in Cavan? There is no real difficulty about sewerage either because there is no difficulty in connecting with the main sewerage. Finally, is he aware that the only difficulty about providing an adequate water supply is due to the fact that the Minister has failed to sanction a proposal from Cavan Urban Council to purchase new filter beds and a micro-strainer? If the Minister would grant permission immediately, there would be no difficulty about granting town planning permission?
The Deputy is a member of Cavan County Council and I suggest it is there he should make that point.
(Cavan): For the information of the Parliamentary Secretary, I am not a member of Cavan County Council. Is the Parliamentary Secretary aware that a proposal has been made to the Department by Cavan Urban Council to purchase new filter beds and a micro-strainer and the Minister has delayed that sanction?
That has nothing to do with planning permission.
(Cavan): The Parliamentary Secretary states that the supply of water is one of the difficulties. I am asking him is he aware that Cavan Urban Council have submitted a proposal to his Department to provide adequate water for the town but the Minister will not sanction the expenditure of £7,000 to purchase the necessary filter beds and micro-strainer to supply the water?
