Vol. 224 No. 3

Ceisteanna — Questions Oral Answers. - U.C.G. Bursar.

34.

asked the Minister for Education if he will state (a) the salary paid to the former Bursar of University College, Galway, (b) the salary offered in the recent advertisement for applicants for the position of Bursar in UCG, (c) how a Bursar's salary is arrived at, and (d) how the money granted by his Department to UCG is being used.

(a) The salary of the former part-time Bursar at University College, Galway, was £740 per annum. The occupant was a Professor in the College.

(b) The salary offered for the new position of full-time Bursar is £2,990 minimum proceeding to a maximum of £3,680.

(c) The fixing of the appropriate salary for a Bursar or other officer is a matter for determination by the Governing Body of the College and is effected through Statute which is placed before both Houses of the Oireachtas.

(d) In accordance with the provisions of the Irish Universities Act, 1908, University College, Galway, is required to submit its annual accounts of income and expenditure for examination by the Comptroller and Auditor General. These accounts, when audited, are presented to both Houses of the Oireachtas.

I should like to ask the Minister whether he is satisfied with the manner in which the State grants paid to University College, Galway, are being spent?

That seems to be a separate question.

May I protest against the implication with regard to the administration of University College, Galway?

If the Minister cannot answer the first question I should like to ask him a question in regard to the salary of £2,990 rising to £3,680 offered to the Bursar. Does he feel that this position warrants such a tremendous salary, especially in view of the fact that this work was done very capably by a professor in a part time capacity for an extra payment of £740?

Mr. O'Leary

Is it Senator Ó Buachalla?

Is it not a fact that this would be rendered all the more necessary by the additional facilities both in building and increased staff promised by the Minister for Education in his speech on 10th September?

I thank Deputy Lindsay. I was about to mention that. As I have already said, the question of the level at which this is fixed is a matter for the Governing Body of the College and not the Minister.

Might I ask the Minister when the appropriate statute changing the status of this position was laid on the Table of the Oireachtas?

I am not sure if I have that information. I am afraid I have not got it.

That is understandable. Perhaps the Minister would let me know it at his convenience.
