asked the Minister for Labour what steps are taken to ensure that all factories situated in basements in private houses in the Dublin area conform with the Conditions of Employment and Factories Acts; and how frequently such factories are inspected.

My aim is to have all factories, whether situated at ground level or below ground level, inspected at least once a year to check on compliance with the legal requirements of the legislation in question. In the Dublin area this aim has been achieved to the average extent of 93 per cent in the five years 1961 to 1965.

While the Minister has stated that it is his aim to have inspections at least once a year, can he state what steps he has taken to achieve that aim? We do not want this to be like the Second Programme for Economic Expansion.

It has been achieved to the extent of 93 per cent and revisits are done where necessary. Surveys are carried out to find premises which have not been notified. As I told the Dáil, a review of the factory inspectorate is being made to see if the numbers are adequate. Up to the present the results have been satisfactory.
