Committee on Finance. - Vote 12—An Chomhairle Ealaíon.

I move:

That a sum not exceeding £40,000 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of March, 1967, for a Grant to An Chomhairle Ealaíon.

No. 3 is to be discussed with this Vote.

No. 3 is a separate motion to give additional powers to An Chomhairle Ealaíon. Under section 3 of the 1951 Arts Act the Government may from time to time, by Order, confer or impose on the Council such additional functions as the Government think proper and specify in the Order. Any Order made under this paragraph may contain such incidental and supplementary provisions as the Government think necessary for giving full effect to the Order. On 5th July, 1966, the Government made an Order entitled the Arts Act, 1951 (Additional Function) Order, 1966, authorising An Chomhairle Ealaíon to establish and administer a fund to help creative workers in fine and applied arts who are advanced in years and or who, because of ill health, are unable to provide for themselves. The Council hope that the fund will be financed by voluntary subscriptions and gifts of property. The Arts Act, 1951, provides that the Order will not come into operation unless it is confirmed by a Resolution of each House of the Oireachtas.

This does not entail any expense on the Exchequer?

It is purely an additional function for An Chomhairle Ealaíon to establish the fund for the assistance of creative workers in fine arts and to receive voluntary subscriptions.
