asked the Minister for Local Government whether appellants against an order of a local authority granting planning permission may be required to pay the costs of a public inquiry.

Section 18 of the Local Government (Planning and Development) Act, 1963 provides that if an appeal fails, but not otherwise, the Minister for Local Government may direct the appellant to pay compensation in respect of expenses incurred in relation to the hearing of the appeal.
