asked the Minister for Industry and Commerce if he is aware that a number of children have been suffocated while playing with plastic bags; and if he will take steps to require manufacturers either to perforate such bags or to print on them a notice drawing the attention of the public to the danger involved.

I have seen reports in the newspapers of children's deaths from suffocation by plastic bags and I have asked the Institute for Industrial Research and Standards to examine the question of drawing up compulsory safety standards for plastic bags.

The Minister should emphasise that perforation is preferable to a warning, because many young children not able to read the warning might come in contact with those bags.
