asked the Minister for Justice the number of times a company (name supplied) has been prosecuted in the District Court for failure to abide by Dublin Corporation bye-laws in respect of health and sanitary arrangements at its property; and the total amount of fines and penalties paid on such occasions.

Any prosecutions in a matter of this kind would have been taken by the Dublin Corporation sanitary authority.

I have no information on the subject as my Department is not concerned with such prosecutions and furthermore it would be contrary to established practice to give particulars in relation to prosecutions against individuals or named companies.

Has the Minister any view on the fact that many of these landlords do not appear to be properly penalised at the moment for failure to abide by these laws? Does the Minister think there should be any revision to make the law more effective?

It is entirely a matter for Dublin Corporation and the people prosecuted. I do not come into it at all, as Minister for Justice.

Would the Minister consider introducing a system of on-the-spot fines for this type of offence?

The Deputy is making decisions now.

If the Minister were living in Mountjoy Square, he would not deal with this in a facetious manner. They would contribute a lot more than the on-the-spot fines for traffic offences.
