asked the Minister for Finance the number of civil service claims at present awaiting determination at arbitration and conciliation level; by whom they were made; and the nature of each claim.

There are 135 claims at present awaiting determination at conciliation level and 12 claims at arbitration level. The particulars sought are set out in a tabular statement which, with your permission, a Cheann Comhairle, I propose to have circulated with the Official Report.

Following is the statement:—

CLAIMS AWAITING DETERMINATION AT CONCILIATION LEVEL.

Claims before the General Council were made by the General Council Staff Panel; claims before Departmental Councils were made by the Departmental Council Staff Panel concerned.

Extension of children's allowances to certain grades.

Review of reorganisation scheme.

Minimum annual leave allowance and abolition of annual leave differential between indoor and outdoor officers and between established, unestablished and temporary officers.

Higher allowance for Clerk-Typists on supervisory duties.

Higher allowance for Clerk-Typists on dictaphone duties.

Improvement in Messengers' uniforms.

Reimbursement of medical expenses of officers injured on duty.

Deduction of staff association subscriptions from pay.

Special leave without pay for educational and cultural purposes.

Extension of the tenth round pay increase to officers whose pay exceeds £1,200.

Reduction in qualifying period for grant of marriage gratuities.

That where an established civil servant is retired or discharged due to ill-health the superannuation allowance payable should be not less than the amount of disability benefit which would be payable if the employment in the civil service had been insurable employment for the purposes of disability benefit under the Social Welfare Acts.

That the sick-pay arrangements for unestablished and temporary officers (including part-time officers) be revised.

That the rate of payment for working on a day which is scheduled as the officers' non-working day be revised.

Departmental Councils

Central Statistics Office

Upgrading of four restricted scale Higher Executive Officer posts to full scale posts.

Stationery Office

Payment of allowance to staff operating Rotaprint machines in the Stationery Office.

Revision of allowance paid to Packers and Porters for driving.

Competition for establishment of Packers and Porters.

Payment of an allowance to the Messenger in charge when the Head Messenger is not on duty.

Payment at the overtime rates appropriate to their grades to Male Cleaners and Packers and Porters for hours in excess of their normal hours worked by them on night-watchman duties.

Office of Public Works

Introduction of a two-tier structure in the Architectural Assistant Grade.

Conversion of temporary post of Heating Inspector to permanent post.

Increase in the number of established posts for Engineers, Grade III, Electrical and Heating Section.

Increase in the number of established posts of Engineer and Draughtsman (Civil).

Revision of salary of Progress Clerk, Central Engineering Workshop.

Revision of salary of Clerk-In-Charge, Central Engineering Workshop.

Revision of salary scales for Superintendent of Stores, Purchasing Superintendent, Inspection Superintendent and Superintendent of Workshops, Central Engineering Workshop.

Improved accommodation and working conditions for the Accountant's Branch.

Payment of an allowance and provision of living accommodation for Engineers and Cost Accountants while employed on site works.

Filling of Staff Officer posts.

Blocking of Clerical Officer posts by Clerk-Typists.

Reduction in the conditioned weekly hours of work from 42½ to 40 for the grades of Clerk-In-Charge and Progress Clerk, Central Engineering Workshop.

Office of the Revenue Commissioners

That Disturbance Allowance as at present paid to unattached Officers of Customs and Excise be replaced by Subsistence Allowances payable under the same conditions as apply to the Customs and Excise Preventive Staff and that the seat of Dublin Collection only be regarded as “Headquarters” for the purpose of such Subsistence Allowances.

42 hour week for Assistant Preventive Officers and Preventive Officers.

That the attendance of Assistant Preventive Officers, Preventive Officers and Chief Preventive Officers be on the basis of a five day week.

That the special allowance of £80 per annum payable to staff employed at Shannon Airport be paid to members of the Customs and Excise Watcher Grade.

That the accommodation in the Office of the Revenue Commissioners, Public Departments, Hawkins House, be improved.

That the 1963 re-organisation of the Departmental Clerical Grades in the Office of the Chief Inspector of Taxes be reviewed in accordance with the terms of that agreement.

That certain Inspectors of Taxes be designated Inspectors of Taxes Class A.

That the Chief Preventive Officer grade be included in the special subsistence arrangements applicable to Preventive Officers and Assistant Preventive Officers, or, alternatively, that Chief Preventive Officers be granted a fixed allowance at the rate applicable to Surveyors of Customs and Exicse.

That driving allowances be increased and made a pensionable emolument and that they be paid to Assistant Preventive Officers and Preventive Officers.

Revised arrangements relating to night attandances by Preventive Grades.

That payment for attendance on Sundays and public holidays should be at double rate for the grades of Assistant Preventive Officer, Preventive Officer and Chief Preventive Officer.

That single rate plus one-half be paid for any extra attendance on weekdays to the grades of Assistant Preventive Officer and Preventive Officer.

That the present system of “acting” in the Preventive Service be abolished.

That an annual allowance of £15 be paid to Assistant Preventive Officers, Preventive Officers and Chief Preventive Officers for uniform accessories.

Valuation and Ordnance Survey

Payment of allowances to Map Examiners employed on applotment work.

Increase in the weekly allowance paid to labourers employed on semiskilled duties.

Department of Justice

That an annual pensionable allowance of £200 be paid to the Staff Officer acting as Registrar to the Dublin Circuit (Criminal) Court.

Upward reclassification of 11 District Court Clerkships.

Improved salary scale for assisting District Court Clerks VII.

Improved salary scale for Court Record Clerks.

Improved salary scale for Welfare Officers.

Improved salary scale for Bankruptcy Messenger in the High Court.

Improved salary scale for Metropolitan District Court Clerks

Department of Education

That Hall Relief and Telephone duty in National Library is not proper to the grade of Library Attendant.

That an allowance of £2 per week be paid to Attendants attached to the National Library and National College of Art to compensate for broken duties.

Establishment of five further posts as National Library Attendant.

That the rate payable to Attendants in the National Museum for Sunday duty be increased.

That National Library Attendants be paid at time plus one-eighth for shift work.

That an office allowance be paid to District Inspectors (Primary Branch).

Improved salary scales for Inspectors, Grade A (Vocational Branch).

Department of Agriculture and Fisheries

That Agricultural Officer, Grade 6 (Land Project) be regraded as Agricultural Officer Grade 4.

That the allowance paid to Agricultural Officer Grade 8 (Veterinary) for supervisory duties be increased.

That Agricultural Officer, Grade 5 (Cow-testing) be regarded as Agricultural Officer Grade 1.

That Agricultural Officer, Grade 5 (Meat-Marketing) be regarded as Agricultural Officer, Grade 1.

That Agricultural Officer, Grade 5 (Poultry and Eggs) be regraded as Agricultural Officer Grade 1.

That an allowance be paid to Assistant Agricultural Inspectors (Dairy Produce) in respect of office accommodation provided by them in their private residences.

That Agricultural Officer, Grade 7 (Potatoes) be regarded as Agricultural Officer, Grade 4.

That an allowance be paid to Agricultural Officer, Grade 6 (Land Project) for work on Farrowed Sow Scheme.

That increments on establishment be paid to certain Agricultural Officers, Grade 7 (Potatoes).

That the annual leave allowance for Station Officers and Assistant Station Officers, Shannon and Cork Airports, be increased.

That the annual leave allowance for Section Leaders, Cork Airport, be increased.

That an allowance be paid to Clerical Officers on Watch Officer Duties at Cork Airport.

That the annual leave allowance for Technical grades in the Radio Service be increased.

That a shift allowance be paid to staff on rostered duties.

Improved salary scale for Aviation Radio Officers.

Improved salary scales for higher communications grades in the Radio Service.

That the annual leave allowance for Meteorological Assistants be increased.

Improved salary scale for Station Officer, Shannon Airport.

Improved salary scales for Chief Superintendent and Superintendent in the Radio Service.

Department of Social Welfare

That an allowance equal to 40% of their pay be paid to Local Agents who provide office accommodation for the transaction of official business.

That travelling allowances be paid to all Local Agents at the rates payable to civil servants generally.

That gratuities on retirement or death be paid to Local Agents in respect of part-time employment.

That the salary scales of Established Agents be increased by £6 per week.

That training fees be paid to Social Welfare Officers who train new entrants to the grade.

That a revised incremental span be applied to the salary scales of Social Welfare Officers.

That the special increments granted to Social Welfare Officers who entered the Civil Service by way of the 1935 examinations be recognised for superannuation purposes.

Claim for extra remuneration on behalf of Social Welfare Officers.

Department of Lands

That the post of Divisional Engineer in the Forestry Division be accorded the status of Engineer Grade II (Civil)

That Foresters be paid an allowance of £100 per annum in compensation for the extra costs imposed upon them in the education of their families and for the other hardships inherent in the isolated surroundings in which they live.

Improved salary scale for Inspectors, Grade II, Land Commission.

Improved salary scale for Inspectors, Grade II, Forestry Division.

Department of Posts and Telegraphs.

That one post of Higher Executive Officer and one post of Executive Officer in Roads Section, Postal Branch, be regarded as Inspector of Services, Grade I and Grade II respectively.

That the 5-day week be granted to those departmental grades which are still on a 6-day week.

That the “special events” subsistence allowance be increased.

That a minimum annual leave allowance of 3 weeks be applied to all grades catered for by the Irish Post Office Engineering Union.

That Technician Trainees be established from entry, subject to one year's probationary service, and that they be promoted to Technician I at 20 years of age.

That the Technical Certificate allowances paid to Post Office Engineering and Telephone and Telegraph Mechanic Grades be improved.

That an allowance be paid to certain Postal Sorters.

That drivers having 25 years' service or more be allowed to retain their driving allowance if removed from or forced to abandon driving duties due to ill-health.

That 1 day's privilege leave be granted at Christmas and at Easter to all Departmental grades in the Post Office.

That an allowance be paid to Engineers engaged on TV Link Maintenance.

That certain losses incurred by the staff in the course of duty should be borne in full by the Department.

That the uniform allowance paid to Assistant Inspectors of Postmen be increased.

That the post of Law Clerk in the Solicitor's Office be upgraded to Legal Clerk and that the post of Legal Clerk be upgraded to Senior Legal Clerk.

That an allowance of £25 per annum be paid to 2 Clerical Officers in the Accounts Branch in respect of stocktaking duties.

That the allowance paid to Junior Postmen for the use of official motorcycles should be increased.

Improved salary scale for certain Postal and Telegraph supervisory grades.

Improved salary scale for certain female Telephone supervisory grades.

Improved salary scale for certain Night Telephone supervisory grades.

Improved salary scale for Engineering Inspector grade.

That a cash allowance be paid to certain postal Supervisory Grades and to the Engineering Inspector Grade for time worked between 8 p.m. and 6.a.m.

That the working week of departmental grades be reduced to the

weekly hours worked by the general service grades.

That certain Assistant Staff Engineer Posts be upgraded to Staff Engineer.

Improved salary scales for Postmasters, Classes VIB to III.

Improved salary scale for Assistant Traffic Superintendent.

Improved salary scales for Traffic Superintendent and Contract Manager.

Improved salary scales for Senior Traffic Superintendent, Exchange Manager and Controller, Central Telegraph Office.

Improved salary scale for Travelling Telephone Supervisors (Female).

Improved salary scale for Inspector of Services Grade II.

Improved salary scale for Senior Investigation Officer.

That the minimum time allowance for emergency attendance by Engineering grades be increased and that the present cash allowance in respect of telephone messages received after normal finishing time be increased.

That the weekday, Sunday and public holiday extra duty rates of pay for grades represented by the Irish Post Office Engineering Union be revised.

That an “on call” allowance be paid to Engineering Inspectors who are supplied with official telephones.

Improved salary scale for the grade of Telephone Officer.

Office of the Houses of the Oireachtas.

That there be a reduction in the incremental span of the salary scale of Ushers, that subsistence rates be increased and that a weekly cash allowance be paid.
