asked the Minister for Local Government what conditions operate in allowing corporation tenants to take in subtenants who have no other accommodation because of the housing shortage.

Under article 8 of the Housing (Management and Letting) Regulations, 1950, every letting agreement in respect of a local authority house was required to provide that the tenant should not assign, sublet or part with possession of the house or allow any part of it to be occupied by a lodger. Tenants in breach of this condition stood in danger of having their tenancy terminated.

I decided to review this condition and under Article 6 of the Housing Authorities (Loan Charges Contributions and Management) Regulations, 1967, made by me on the 13th April, 1967, it is provided that tenants of a local authority dwelling may, with the consent of the local authority, keep subtenants or lodgers in their dwellings. The considerations which should govern the giving of consents are set out in paragraphs 96 to 102 of my Department's circular letter H. 5/67 of 13th April, 1967, to housing authorities, of which I will arrange to have a copy sent to the Deputy.
