asked the Minister for Posts and Telegraphs if his consent is required for the raising of money by RTE for the proposed purchase of eight acres at Montrose; and, if so, the purpose of the purchase.

I am aware that RTE has been negotiating with St. Andrew's College for the purchase of the interest of that College in the eight-acre property at Donnybrook referred to by the Deputy and that these negotiations are still proceeding. Should the negotiations be successful, it would be the intention of RTE to utilise part of the site for a radio centre which is a much overdue need. It is not yet clear whether RTE will be able to finance the proposed purchase from its own resources or when the expenditure will be incurred.

I come into the picture in two ways. In the first place, the total capital expenditure that may be incurred by RTE in any year is subject to Government approval in the context of the annual public capital programme. Secondly, my approval is required for the making of any repayable Exchequer Advances to RTE under section 23 of the Broadcasting Authority Act, 1960, or for any external borrowing under section 27 of that Act.

May I ask if it is the intention of the Minister for Posts and Telegraphs to come into this House to seek money in order that this transaction may be completed? If the Authority has not got money, where is it to come from?

According to the law if RTE requires more money than has already been authorised in order to carry out projects, legislation would have to come before this House. RTE is limited to what is provided in the state capital Budget and the money would be provided by repayable advances from the Minister for Finance. The House is fully aware of these procedures. There is no difference from the case of any other State company.

Would the Minister tell us what exactly is the purpose for which the property will be used by Telefís Éireann?

They are going to play cricket out there.
