asked the Minister for Social Welfare if he will introduce legislation this year to amend the Insurance (Intermittent Unemployment) Act, 1942 to enable workers exposed to weather in the preparation or manufacture of articles for the construction and civil engineering industry to qualify for payment.

53.

asked the Minister for Social Welfare if with reference to section 3 of the Insurance (Intermittent Unemployment) Act, 1942 he will introduce legislation this year to repeal the words "commonly" and "usually", to repeal subparagraphs (v) and (vi) of paragraph (d), to insert a new definition of "builders workshops" in paragraph (d), and to provide for the addition of "builders premises" and "builders suppliers premises" in paragraph (d); and if legislation will also be introduced to ensure that the provisions of section 8 regarding inclement weather are interpreted as generously as possible in applying the Act.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 52 and 53 together.

Employment on work of a kind commonly carried out by builders and painting or civil engineering contractors in the preparation or manufacture of articles for the construction and civil engineering industries is insurable under the Insurance (Intermittent Unemployment) Act, 1942. If, as I assume, the Deputy's question arise from a case at present on appeal in which certain articles used in these industries have been held to be not commonly manufactured by building contractors, it would not in my view be desirable for me to make any statement on the matter at this stage.
