Order of Business.

It is proposed to take Nos. 11 and 12 on the Order Paper and, by agreement, it is proposed to adjourn the House at 7 p.m.

I had down, Sir, a Private Notice Question and I have received notice from you that it has been disallowed because you did not consider it to be a matter of urgent public importance under Standing Orders. Surely you should consider an attempt to corrupt the incorruptible Garda Síochána——

The Deputy may not challenge the ruling of the Chair in this fashion. The Chair considered the Deputy's question in the light of Standing Orders relating to Private Notice Questions and in the light of the precedents established, and I am satisfied that this question could not qualify for Private Notice procedure, and I ruled accordingly.

Might I ask have there been any precedents over the preceding years to corrupt the incorruptible Garda Síochána as is definitely being done?

We cannot have a discussion on this. Deputy L'Estrange cannot get in his speech in this disorderly fashion. The Chair has ruled, and if he disagrees with the ruling, there is a way in which he can challenge that ruling.

(Cavan): On a point of order, may I not suggest that the matter raised by Deputy L'Estrange is of urgent public importance because it is something that is likely to continue, an abuse likely to continue, until next Wednesday, namely, the improper use of State cars? If it is not dealt with now as a matter of urgent public importance, it will continue up to and including Wednesday.

The Deputy may not discuss the ruling of the Chair in this fashion. As I have said, if he desires to challenge the ruling of the Chair, there is a way in which he can do so.

He is entitled to make a submission.

He is definitely entitled.

As you had in Wicklow when you had barmen employed for the day. Barmen were employed by Fianna Fáil to drive State cars.

And Ministers' wives are driving them also. The Garda are carrying Fianna Fáil badges.

No. 11. Third Amendment of the Constitution Bill.

The Government have become so corrupt that they do not care whom they corrupt or what they do with public money.

It is about time you got a policy.

You had barmen driving cars in the Wicklow by-election.

Will Deputy Harte please control himself?

Do you disagree that your wife drove a State car last week and that the driver drove cattle at the same time? That is quite true.

I would ask the Deputy to cease his disorderly interruptions.

I prefer to leave the House rather than put up with this. A Minister's car was driven by his wife——

Will the Deputy please allow the Chair to continue with the business of the House?

His wife was driving a State car last week.
