asked the Minister for Local Government if he is aware that engineers' clerks in County Kerry who were paid a service increase of £1 a week from 1st July, 1967, have been asked to refund this from 1st April, 1968; and if he will make a statement on the position.

The position regarding this increase is that on 28th January, 1969, Kerry county council proposed the application of a service pay scheme to engineers office assistants with effect from 1st November, 1968. This was sanctioned by my Department on 29th January, 1969. A further proposal was received on 10th February, 1969, to alter the date from which payment was to be made to 1st July, 1967. The local authority were informed on 14th February, 1969, that this proposal could not be approved but that no objection would be raised to payment of service pay to engineers office assistants with effect from 1st April, 1968.
