asked the Minister for Labour what Conventions and Recommendations of the International Labour Organisation have not yet been ratified, adopted or implemented by this State; and what action is being taken or contemplated in relation to them.

The information sought by the Deputy in relation to Conventions of the International Labour Organisation is in the form of a tabular statement which I propose, with your permission, a Cheann Chomhairle, to circulate with the Official Report.

As regards ILO Recommendations, I might explain that a Recommendation does not create any international obligation but is designed to provide guidance to Governments in formulating their social problems. There is no formal adoption or ratification as such of Recommendations.

The Conventions which have not been ratified and which are applicable to Ireland are kept under regular review in my Department. A full review of these unratified Conventions has been initiated since the Department of Labour was set up. A number of these unratified Conventions are broadly in line with Irish law in practice, but cannot be ratified because of differences in detail between the requirements of the Convention and the present situation in Ireland.

Following is the statement:

Notes: (i) The Government have decided to ratify in the near future those marked A.

(ii) Those marked B have been superseded by later Conventions.

(iii) Conventions marked C are not applicable to conditions in Ireland.

asked the Minister for Labour what is the present position regarding the making of regulations under the Factories Act, 1955, prescribing in the light of recommendations by the International Labour Organisation the maximum weights which may be lifted, carried or moved manually.

Following consultation between my Department, the Factories Advisory Council and the Department of Health, draft regulations on this subject have been prepared which are in conformity with ILO Convention No. 127 on this subject. Under the provisions of the Third Schedule to the Factories Act, 1955, it is necessary to publish notice of my intention to make these regulations and this will be done in the next few weeks.
