(Dublin Central) asked the Minister for Social Welfare if he will consider increasing the allowance for optical benefits as at present people find it difficult to get spectacles with the amount allowed.

I am not aware that insured persons are finding it difficult to get spectacles under the optical benefit scheme administered by my Department. Under this scheme spectacles of a certain specified type are supplied free of charge, while an appropriate contribution is made towards the cost of spectacles with a more expensive frame should a claimant opt for such a frame. I may mention that certain improvements in the optical benefit scheme, including the provision of free spectacles with a better quality frame, are under consideration.

Is the Minister aware that hardship is caused to holders of medical cards who, because they are receiving social welfare benefits, cannot therefore obtain these spectacles free? Or is his colleague, the Minister for Health, aware of that?

I am not aware that there is any such hardship.

I suggest that the Minister contact the Dublin Health Authority and they will soon tell him.

Is the Minister aware that there is a long waiting list in County Donegal in this regard?

I am not so aware.

This is another reason why the Minister should not be there. If the Minister made himself aware of these things he could serve the people better.

The fact that Deputy Harte alleges this does not mean that it is so.

I know it to be so. If I give the Minister evidence that this is so will he say what steps he will take?

If the Deputy gives me evidence of this I will have it investigated.

Will the Minister give an assurance that the people will get their just rights?

There are recipients of social welfare benefits who cannot get them and if I give the Minister details will he ensure that they will get them?

The Deputy cannot debate this matter. He has already referred to this matter.

The Ceann Comhairle says that the Deputy cannot debate the matter.
