asked the Minister for Local Government if his attention has been drawn to a circular issued by the Donegal County Council relating to an integrated scheme of priorities for water and sewerage costing a total of £3 million; if he is aware of the urgent demands for most of these services; and if in view of this he will increase the capital allocation as the present amount is insufficient and unless a substantial increase is forthcoming it will take ten years to complete the programme.

The total capital that can be made available to any individual local authority to finance their water and sewerage programme must be considered in the light of the overall capital available for this purpose. This capital is allocated as equitably as possible between the various authorities throughout the country. Any increase in the allocation for one area could only be at the expense of some other area or areas. In the circumstances I do not propose to vary the allocation for 1969-70 already notified to Donegal County Council.
