The bulk of the tobacco revenue is derived from raw leaf imported for manufacture into cigarettes, pipe tobaccos and other products. The duties on the leaf are collected without reference to end use and it is not possible to furnish accurate statistics of the duty receipts from cigarettes. The following figures, therefore, represent estimates of the amount of tobacco revenue attributable to cigarettes. The figures include receipts from imported cigarettes.
