It is my understanding that an insurance company may not make a payment on behalf of its client unless authorised to do so in the insurance contract or otherwise.

Not really. It is open to the insurance company to do so if they wish.
If the insuree, as in this case a diplomat, does not permit the insurance company to pay, they cannot pay? Is that right?
