asked the Minister for Education if he has any proposals for raising the means test ceiling for higher education grants; if he has any proposals for increasing the amounts of the grants payable under the scheme; and if he has any proposals to increase the number of scholarships payable through, or by, the universities for persons who do not qualify under the Local Authorities (Higher Education Grants) Act, 1968.

As I have already informed the House, I propose to make adjustments in the higher education grants to compensate for increases in university fees.
I do not propose at this time to alter the means test ceiling for these grants, or to increase the number of Department of Education scholarships which may be offered by the university colleges.
