asked the Minister for Social Welfare if his Department have carried out an examination of the changes in the social welfare services which would be necessary to meet the standards of the EEC countries; if so, if he will give details of the increase in the rates of assistance and benefit, the changes in the coverage and application of the services and of the new services which will be necessary.

The assumption underlying this question that there is a single standard for social welfare services in the EEC countries to which Ireland would have to conform on accession to the Communities is incorrect. While there is a broad similarity between the general social security systems of the existing member countries, rates of contributions and benefits differ from one country to another.

It is stated in the Third Programme published by the Government that it will be necessary to do this. These are the words : "to carry out an examination". I am wondering when they will do it or have they done it?

Yes, we are——

It was published by the Government.

How long ago?

This is the Third Programme for Economic Expansion and it states that this is what must be done.

Eighteen months ago.

All I am asking is, has it been done or will it be done?

It is being done.

That is different from the first answer.

How long will it take?

That is in complete contradiction to the first reply.

It is perfectly obvious to Deputies that we have already subscribed to the ILO Convention No. 102 which sets out the minimum requirements. Five of the six nations at present comprising the EEC have subscribed to it also. We have the basic requirement. Our social welfare scope and rates have expanded each year, each time going further towards what is regarded in the Treaty of Rome as harmonisation. We have moved as rapidly in that direction as have any of the existing member States. The Deputy knows that too. I am getting tired of answering that.

In view of the unsatisfactory nature of the Minister's reply I propose with your permission, a Cheann Comhairle, to raise this matter on the adjournment.
