asked the Minister for Local Government if, in view of the difficulty of observing yellow globes on flashing beacons at pedestrian crossings during bad weather, or where there is street lighting of a similar colouration, he will consider substituting red or green globes for the yellow globes.

It is appreciated that in certain conditions of visibility, the degree of clarity of the flashing yellow beacons at pedestrian crossings may not be entirely satisfactory. I am not satisfied, however, that the use of the colours red or green, instead of yellow, would provide a desirable alternative, since these colours are internationally associated with traffic light signals and might be confusing if used at pedestrian crossings. The internationally recognised signal to indicate that traffic may proceed, but with caution, is a single amber or yellow flashing light or two amber or yellow lights flashing alternately. The present flashing yellow beacons are in line with this international practice.
