asked the Minister for Health if it is proposed to introduce legislation to legalise the marriages of Irish citizens who went through a religious, but not a civil, ceremony in certain countries.

It is proposed to introduce legislation dealing with the marriage of Irish citizens who went through a religious but not a civil ceremony in France.

Can the Minister say when it is proposed to introduce legislation because his predecessor prepared the heads of a Bill which the Government did not proceed with, years ago?

There have been great difficulties in framing this particular section in legislation which otherwise is ready. We are nearing the end of the difficulties which arose in regard to this particular section and I expect we shall produce the Bill before the end of the summer session.

Does the Minister not agree that as this is such an urgent matter it should be dealt with almost immediately, particularly in view of the fact that the difficulties have been overcome? There would be a unanimous agreement in the House to have this regularised.

There is no question about an agreement. There should be a section of this kind in legislation. The difficulty was in framing it. Discussions have taken place with all the authorities involved and there was a disagreement of opinion about the manner of its framing but I am glad to say that disagreement is largely ended and I hope to introduce the Bill in a reasonable time.

I am glad to hear that, but ten years is a long time to reach agreement on this.
