asked the Minister for Social Welfare if recipients of widows' pensions and old age pensions suffer a delay in receiving pensions when they must send their pension book to Dublin for notation in the event of a change in the paying post office; and if he will make a statement on the matter.

The procedure for changing the post office of payment shown on a pension book does not involve interruption of payment provided the book is sent promptly to the Department with correct particulars of the new paying office. If the book is sent immediately after a current payment is made, a replacement book should be issued in time for the next payment.

asked the Minister for Social Welfare why a person (name supplied) in County Cork who applied for an increase in his present rate of £3 a week non-contributory old age pension was refused, in view of the fact that he has no other means or income.

Transfer of capital exceeding £2,200 to a son of the pensioner appeared to the appeals officer to have been made for the purpose of obtaining a higher rate of pension, and. under the rules for the calculation of means, the yearly value of the amount transferred is taken to be part of his means. In addition, the pensioner has a right of residence for himself and his wife reserved under the deed by which he assigned his farm in 1966. His means thus assessed did not warrant an increase in pension.
