asked the Minister for Industry and Commerce if he is aware of recent US legislation (Public Law 91-113) whereby hazardous toys may be banned from the market; and if the introduction of similar legislation is considered necessary here.

I am aware of recent laws in the United States dealing with hazardous toys. Under the Industrial Research and Standards Act, 1961, the institute may, at my request, formulate specifications for commodities, processes and articles and the institute, with my consent, may declare such specifications to be standard specifications. I am also empowered to make a standard specification compulsory in the interests of public safety.

Two standard specifications dealing with children's toys have been declared. One, which is not compulsory, deals with certain safety requirements for children's toys and playthings. The other, which is compulsory, deals with the toxicity and cellulosic content of children's toys.

The Institute for Industrial Research and Standards are examining the question of making the voluntary standard compulsory with, perhaps, some modifications, and in this connection regard will be had to similar laws in other countries including that mentioned by the Deputy.

What was that word the Minister used?

Cellulosic.

What does it mean?

It has to do with celluloid. It is a fancy way of putting it.

Why does a fellow like the Minister want to talk in a fancy way?

I had some difficulty with the word and I would have preferred to see it as "celluloid." I must have done a good job on it.
