asked the Taoiseach if a precedent was created by the Minister for Finance in appearing on the RTE programme 7 Days on 13th April, 1971, just prior to the Budget; and if he is in favour of this procedure.

The Minister for Finance was invited by Radio Telefís Éireann to discuss on the 7 Days television programme on the 13th April, 1971, referred to by the Deputy, a wide range of subjects relating generally to the national economy.

It has been customary for members of the Government to take part in discussions on television on subjects of national economic interest in the period leading up to the Budget and I am in favour of their so doing in order to promote a wider understanding of these questions in the community.

The occasion referred to in the question did not create a precedent. I think about three or four years ago a former Minister for Finance had the same type of interview. The Taoiseach will probably remember that he said on that occasion that indirect taxation fell heaviest on the poor; he proceeded two days afterwards to salt them further.

I am aware that there was precedent of the nature referred to by the Deputy, but I cannot remember the content of the interview.

Is the Taoiseach aware that the Minister for Finance a short time prior to a Budget cannot answer frankly and truthfully questions put to him? Indeed, he may give away more by the questions he refuses to answer rather than the questions he answers.

The Minister said nothing.
