asked the Minister for Health the date on which he first had negotiations with the medical profession on their terms for providing services under the Health Acts; and if he has now reached agreement with them.

I assume the Deputy is referring to the proposed choice-of-doctor scheme to replace the dispensary system.

I first met the profession on 12th September, 1969, to discuss the details of the proposed fee-for-service system of payment. I sent my most recent proposals in this matter to the bodies representing the profession on 20th May last. I am hoping to hear from them in the early future.

Would the Minister not think it much more truthful to say that his predecessor actually met them in 1966? The Minister said 1969 but he would be more accurate to talk about 1966.

The meaningful negotiations began in 1969.

That is a reflection on the Minister's predecessor.

I make no apology for the length of time it has taken to negotiate this matter.

I am not making any reflection on my predecessor. I said "meaningful negotiations".

Might I ask the Minister if the offer he put to the profession on 20th May last represents an advance on the previous offer?

It represents an advance on certain elements of the agreement. I prefer not to say any more about it until the two associations have expressed their view on it.
