asked the Minister for Local Government if he is satisfied that there are adequate safeguards against publicly-owned refuse dumps becoming sources of disease, insect and rodent infestation and air pollution.

Where a sanitary authority provide a refuse dump they are required to operate it so that no nuisance is created thereby. While I am satisfied that sanitary authorities generally maintain their dumps in a reasonable manner, I also know that there is no room for improvement in some cases and I am writing to all sanitary authorities requesting them to review their dumping arrangements so as to ensure that up-to-date codes of practice are followed.

What particular faults has the Minister found in the practice of sanitary authorities in relation to dumps?

In the Department we are generally aware—I cannot give specific instances and I do not intend to—that in some cases there is room for improvement. Because of that and because of the fear we have that the problem may be greater than is known to us I intend writing to the local authorities asking them to take steps and to report back.
