asked the Minister for Justice if he will include in the proposed Courts Bill a provision to repeal the legal principle that the State can do no wrong.

Irrespective of the merits of this idea, the matter is too complex to be dealt with in the forthcoming Courts Bill. It would be necessary to have a separate Bill to deal with all aspects of the civil rights and liabilities of State authorities. The preparation of such a Bill cannot be undertaken in the near future because of the pressure of other and more urgent legislative proposals but it is my intention to have the matter examined as soon as possible.
