asked the Minister for Transport and Power whether the Government will insist on the withdrawal of the recent American ultimatum regarding aircraft landing rights before negotiations will take place; and, if not, why.

The action of the US Government in giving notice of withdrawal of traffic rights from Aerlínte at New York was taken in accordance with its rights under the Bilateral Air Agreement between the US and Ireland.

I have already informed the House that negotiations in this matter are to take place between the competent authorities of both Governments later this month and in the meantime I would not wish to make any further statement in the matter.

Is the Minister aware that reports are circulating in Dublin, in Shannon and in America to the effect that an agreement in principle, or a deal, has been already done between the Irish and the American Government permitting one carrier to fly into Dublin? Is he aware this is causing grave concern and that I have been asked to request the Minister either to confirm or to refute this?

The Government are under no obligation to do it and I do not intend to refute scare stories in the newspapers. We are in a negotiating position and we are negotiating.

Have any discussions taken place since the ultimatum last August?

Negotiations will start on Wednesday next in Washington and the Deputy is aware of this from my reply to last week's question.
