It is not possible at this stage to assess the extent to which the Mansholt proposals for structural reform in agriculture will be finally approved and adopted by the EEC Council of Ministers. In these circumstances it would be premature to come to any final conclusion as to the effects of the proposals on the existing land structural reform programme of the Land Commission. Under the agreed procedures we shall be given the opportunity in due course of presenting our full views to the Community on these matters.
