asked the Minister for Health the position as regards hospital expenses of a citizen of the Republic of Ireland (name supplied) who, while working in his own farmyard, was injured by gunfire which may have come from either side of the Border.

I understand that the patient involved is eligible for services under the Health Acts and the North Eastern Health Board therefore arranged for the provision of hospital treatment free of charge to the patient.

When the Minister says "free of charge", does he mean that the rates will pay for this? Would he not consider that the people responsible for causing the injury should be asked to pay?
