asked the Minister for Finance if he is aware that the grade of Examiner in the Estate Duty Office currently has four members out of an authorised establishment of 16; that the Revenue Commissioners have refused to appoint even the three most senior members of the grade immediately below to fill some of the vacant posts by means of an allowance as suggested by the staff association involved; and whether he is prepared to ask the Revenue Commissioners to reconsider their attitude in the matter.

There are at present 11 vacancies for Examiner in the Estate Duty Branch with a corresponding excess of Assistant Examiners. It is hoped that these vacancies will be filled as soon as a sufficient number of suitable Assistant Examiners have the requisite service and qualifications to render them eligible for promotion to Examiner i.e. when they have had five years service and secured the BL or an equivalent qualification. Meanwhile, the Revenue Commissioners are actively considering whether any positions as Examiner can be blocked on an allowance basis by officers, otherwise suitable, who either have not sufficient service or do not have the BL or an equivalent qualification.
