andDr. Thornley asked the Minister for Education whether any consideration has been given to the provision of professionally qualified staff for the planned new school in Oberstown, County Dublin; and if he will give details of the qualifications of the staff envisaged for this school.

Professional staff to be employed at Oberstown will be fully qualified.

Teachers will be qualified in accordance with normal regulations. Child care staff will require to be suitably qualified. Psychological, psychiatric, and social worker services will be supplied by appropriately qualified professional persons.

Details of the full staffing requirements have not yet been worked out.

Could the Minister comment on the recommendation in the Kennedy Report that offenders should be grouped in house type schemes rather than institutional type schemes? That is a valid recommendation in relation to these children.

We are concerning ourselves with this matter in relation to the residential homes.
