asked the Minister for Local Government if he is aware of the decision taken by the Dublin County Council Tenants' Association to withhold rents from 29th May next; if he has taken any steps to avert this threatened rent strike; and if he will make a statement on the matter.

I have seen press reports that this association have threatened to withhold rents because of dissatisfaction with the terms of the approved sales scheme for their houses. For my part, I am satisfied that the sale terms are equitable as between Dublin County Council and their tenants. I should like to make it clear that no tenant is obliged to buy his house from the local authority. He can, if he wishes, continue to enjoy the benefit of the substantial subsidies paid by the Exchequer and the rates to keep rents low. However, I would advise any tenant, who is genuinely interested in purchasing, to avail of the opportunity to do so before the scheme expires next March.

Does the Minister not agree that it is the considerable dissatisfaction with the present arrangement that is causing people to withhold rent and would he not consider it advisable to take the initiative in this case and to meet them and discuss the matter with them? He is taking an arrogant stand. The same applies in the case of the corporation protest marchers; he is refusing to meet them and causing chaos. If he continues like this he will find himself, like his predecessor, outside the House. The Minister's arrogant approach is very wrong.

Far from being arrogant, I am concerned with the real needs of the people and do not wish to capitalise on the difficulties that some people are in.

Why does the Minister not meet them and discuss the matter with them?
