Ceisteanna—Questions. Oral Answers. - Bord na Móna Pension Scheme.

asked the Minister for Transport and Power if he will state in relation to the new regulation 24 (3) (a) of the revised superannuation scheme of 4th June, 1970, in Bord na Móna (a) the number of pensions now in payment, (b) the number of pensioners eligible to receive supplementary pensions, (c) if the amount of supplementary pensions has been calculated by the Bord na Móna superannuation committee, (d) if his Department have been asked for sanction to payment, and, if so, the date of the request and the date of the departmental decision and (e) if departmental sanction to the payment of these supplementary pensions has been given, the reason for non-payment; if sanction has not been given, if he will state the reason; and if the sanction of the Department of Finance is awaited, the date of request for sanction.

asked the Minister for Transport and Power if he will state, in respect of the Bord na Móna pensioners to whom a supplementary pension is payable under the superannuation scheme of 4th June, 1970, the amount of weekly supplementary pensions payable at present as follows: (a) the ten highest, (b) the ten median and (c) the ten lowest supplementary pensions; the date on which a supplementary pension was first paid to each pensioner subsequent to 4th June, 1970; and the date from which a supplementary pension is payable as calculated by the Bord's superannuation committee.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 30 and 31 together.

Under the provisions of the Turf Development Act, 1953, the initiative for submitting amendments to the Bord na Móna Superannuation schemes rests with the board of Bord na Móna. The information requested by the Deputy is as follows:-

(a) the number of pensions at present payable under the Bord na Móna Regular Employees Works Superannuation Scheme is 188;

(b) (c) Section 24 (3) (a) of the draft Bord na Móna Regular Works Employees Superannuation Scheme provides that, in addition to the normal pensions, supplementary pensions may be paid to certain pensioners at the discretion of the superannuation committee. The main purpose of the supplementary pension is to bring the level of the social welfare retirement pension— 65-70 years—up to the level of the old age pension—over 70 years. Supplementary pensions have not yet been calculated by the Bord na Móna superannuation committee for the 157 pensioners who would be eligible to receive them;

(d) (e) The sanction of my Department is not necessary since I approved the implementation of the draft scheme with effect from 4th June, 1970. Bord na Móna have however sought clarification of a number of points arising in connection with the calculation and payment of supplementary pensions and these matters are under consideration in my Department in consultation with the Department of Finance.

As supplementary pensions have not yet been paid, most of the details requested in the Deputy's second question are not available. Supplementary pensions will, I understand, be paid to eligible pensioners in due course with effect from 4th June, 1970.

Would the Minister say when the request for clarification was received from Bord na Móna?

The trouble is that it has been complicated by the fact that the unions themselves want amendments to what Bord na Móna submitted. Bord na Móna submitted their draft on 10th March and, on 31st March, the unions informed me that they wanted further amendments to the amending scheme. That is where it lies at the moment, but I can certainly assure the Deputy that this matter will be expedited very quickly.

The Minister has given a reply but the reply to the supplementary seems to contradict portion of that reply. Is it correct that Bord na Móna asked for further clarification and that that is holding it up, or is it that there is another complication?

It is a further clarification arising out of what the trade unions suggested.

That is a matter as between the board and the unions and not one for the Minister.

The board want to know whether the trade union amendments are acceptable under the scheme.

And they asked for that in March?

31st March.

And this is 30th May. The Minister will agree that he is not exactly racing?

Perhaps the Minister will do something about it now?
