asked the Minister for Education what action, if any, he has taken on the ASTI resolution to extend recognition of teaching service abroad to include England, Scotland and other countries with well-established educational systems.

This is a matter which is being kept under continuous review. I am not yet satisfied that the advantages associated with such an arrangement would outweigh disadvantages.

Would the Parliamentary Secretary indicate what the disadvantages would be of giving credit to Irishmen who have taught abroad and who have thus broadened their knowledge, skill and experience in their profession?

This matter has been discussed at great length on previous occasions. The Deputy presumes in his supplementary question that all Irishmen who go into service abroad go for the reasons which he states. That is not so in every case as he is well aware. Some go for the financial attraction existing abroad. There are many areas where recognition is given and one must not offer too much inducement to all students to go abroad having regard to our investment in them, the limited investment which applies here, and if there is suitable experience available for them at home this must be considered.

Would the Parliamentary Secretary make an exception in relation to experience in Northern Ireland?

Exception is made in regard to suitable teaching experience in Northern Ireland.

Would the Parliamentary Secretary not agree that there is a shortage of teachers here and that it would be an incentive for teachers to come back——

No, I would not agree.

Would the Parliamentary Secretary not agree that there is a curious logic in saying that you must stop people from coming back to Ireland lest by letting them do so and recognising their experience you would give them an incentive to go?

The Deputy will not get me involved in some kind of jigsaw of words.
