asked the Minister for Industry and Commerce what specific proposals are envisaged to correct the present adverse trade balance which exists with countries in the eastern bloc; whether any extension of a formal trade agreement with such countries is under consideration to correct the trade balance; and whether trade entries will be submitted for any eastern bloc trade fairs during the current year.

In the case of countries with which we have an adverse trade balance, including those in Eastern Europe, the general aim is to seek to improve the position by encouraging the expansion of exports.

In recent years discussions at official level have taken place with a number of countries of Eastern Europe regarding measures to improve trade. Trade agreements have been concluded with Bulgaria and Rumania, and Irish exports to these countries have shown an increase. The possibility of concluding agreements has been discussed with three other countries.

Córas Tráchtála have undertaken special measures to encourage exporters to sell to markets in Eastern Europe. These measures have included participation in trade fairs, the organisation of special exhibitions of Irish goods and visits to these countries by representatives of Córas Tráchtála and by exporters themselves. Córas Tráchtála are organising Irish national stands at five trade fairs in Eastern Europe this year.

Would the Minister agree that there is overwhelming evidence that the balance of trade favours these countries in the Eastern bloc and can he offer any hope that there will be any change in this situation in the immediate future?

Certainly the balance of trade did favour the Eastern bloc. I have outlined the various steps taken with a view to effecting a better balance in this regard. I referred to the trade agreements with Bulgaria and Rumania and I am happy to report that, as a result of the trade agreement with Bulgaria and the trade fair there last year, which I attended, the situation over the first three months of this year has been that we have had a favourable balance between ourselves and Bulgaria.

One cannot beat a bit of humility.
