asked the Minister for Justice if the Garda Síochána have ascertained how a quantity of gelignite came to be on Dollymount strand, Dublin, and available as a consequence to young children; if action has been or will be taken to prevent a like happening in future; and if he will have warnings issued and repeated to advise people, particularly children, against the serious risks entailed in tampering with such materials.

The Garda Síochána are of opinion that the sticks of gelignite referred to in the question had been washed ashore, possibly in a container which subsequently disintegrated, leaving them exposed at high water mark where they were found.

The likelihood of an occurrence of this kind being repeated is so remote that the issue of public warnings about it would scarcely be useful or desirable.

Can the Minister state if there was anything about the gelignite which indicated where it originated?

It was manufactured outside this country. It was an unusual type of gelignite, not normally used here.

Was there no apprehension on the part of the Garda that it should have been washed ashore?

Naturaly it is a disturbing matter that gelignite was washed ashore. Apart from being satisfied that it was washed ashore they cannot put its origin beyond that.
