asked the Minister for Industry and Commerce whether, in general, foreign concerns will have full trading and manufacturing rights in this country when Ireland enters the EEC and whether the other countries of the European Community will grant the same rights to Irish concerns; and what restrictions, if any, will apply.

Articles 52 to 58 of the Treaty of Rome provide for the abolition of the restrictions on the right of establishment of nationals of a member State in the territory of another member state. Freedom of establishment includes the right to set up and manage enterprises and, in particular, companies. Article 55 of the treaty states that these provisions shall not apply to activities which involve the exercise of public authority.
