asked the Minister for Foreign Affairs the effect of the EEC regulations on the right of establishment by persons engaged in professions and their right to supply services.

I assume that the question relates to those professions commonly known as the liberal professions, such as doctors, lawyers, architects et cetera. No directives have yet been adopted by the European Communities to provide for the right of establishment and freedom to provide services of such professional people within the Communities.

Why does the Minister assume it applies to the liberal professions?

The word "professions" is used in the context of EEC legislation in this sense and, as the question relates to EEC legislation, I am assuming that is what is meant. If the Deputy or any other Deputy has particular queries with regard to particular professions, whether liberal or illiberal, I will be happy to answer them.
