I am having the Heering Report and the National Rehabilitations Board's observations thereon examined along with the whole field of activity in the rehabilitation services. The Heering recommendations and the observations of the board cover both vocational training and sheltered employment, and the developments envisaged would result over a period of years in significant additional expenditure. When the examination of the proposals is complete, I propose to communicate to the National Rehabilitation Board and, where appropriate, to health boards the improved arrangements in these areas which I consider necessary.
