asked the Minister for Defence if he is aware of the need to review the reserve defence forces, as distinct from the FCA, in the context of promotion from captain to commandant and upwards; and if he will consider integrating the first line reserve with the FCA.

Some years ago Defence Force regulations were amended so as to provide that all lieutenants of the Reserve of Officers (First Line) would be eligible for promotion to the rank of captain. In view of the organisation and requirements of this class of the Reserve, I do not consider that there is any need to review the position in the context of promotion beyond the rank of captain. The answer to the second half of the question is "No".
