asked the Minister for Finance the criteria by which Irish applicants are appointed to the permanent staff of the European Commission; the salaries which they receive upon appointment; and their relative grades vis-à-vis the Irish Civil Service.

The criteria by which applicants, including those from Ireland, are appointed to the staff of the Commission of the European Communities are, in general, related to the suitability of candidates, in the light of their qualifications and experience for the posts to be filled. More detailed information on the matter is contained in Articles 27-34 of the Staff Regulations of Officials of the European Communities and in an Information File on Administrative Questions and Remuneration prepared by the Commission. The basic Staff Regulations are set out in a supplement to the Official Journal of the European Communities (No. C12) of 24th March, 1973.

As regards the salaries of Commission officials, I would refer the Deputy to the following documents: Articles 62-70 of the Staff Regulations; Regulation No. 2647/72 of the Council of 12th December, 1972—Official Journal (No. L283) of 20th December, 1972; Regulation No. 1301/73 of the Council of 14th May, 1973—Official Journal (No. L132) of 19th May, 1973.

The documents mentioned are available in the Library.

In regard to the grading of Commission officials vis-à-vis the Irish Civil Service, it is not possible to find exact equivalents between the two services, particularly at the lower levels. A broad comparison is, however, given in the attached table which, with the permission of the Ceann Comhairle, I propose to circulate with the reply.
