asked the Minister for Industry and Commerce if his attention has been drawn to the recent OECD Report which advocated greater participation by Irish interests in the mining industry and advised on the dangers of foreign control; and if he will make a statement on the matter.

I assume the Deputy is referring to the report—"National Science Policies: Ireland"—which was presented by the OECD to the Government on 5th July, 1973. This report is primarily concerned with policy in the field of science and technology but contains a reference to the desirability of participation by Irish interests in the mineral extraction industry and off-shore petroleum exploration and development with a view to the building up of a strong indigenous research and development capacity in this particular area. The recommendations contained in this report are being examined.
